I know this is a very old thread but I am new to this board.  For sanding gear teeth to the line I found this method works very well for me.

I have an old craftsman, single speed, scroll saw (very bad scroll saw but I got it cheap), that uses pinned blades.  I just took a strip of sand paper about 2 cm wide, folded it over and glued an old blade in between. I clamped it until the glue dried.  I then have a double sided sanding strip that is very stiff and doesn't bow.  It works great.  I can easily feed the gear into the sanding blade and get right down into the bottom of the gap between teeth.

I have a much better scroll saw for actual sawing but use this old one now strictly for sanding.
